Syracuse, N.Y. — Revenue the city of Syracuse collects from licensing fees has dropped more than 80% over the past nine years, thanks largely to nearly non-existent enforcement efforts, according to a new city auditor report.

City Auditor Alexander Marion today is releasing a 289-page audit report on the city’s license and permit operation. The city’s general ordinances requires licenses for dozens of businesses and activities, but the audit found that most operate without them — with no consequences.
